CONFERS On-Orbit Servicing: Architecture and Standards Overview

The Consortium for Execution of Rendezvous and Servicing Operations (CONFERS) – the independent global trade association fostering the satellite servicing industry – hosted a webinar presented by Frederick Slane, Executive Director, Space Infrastructure Association entitled CONFERS On-Orbit Servicing:  Architecture and Standards Overview, on Tuesday, April 2, 2024 at 1200 ET.

About the Webinar: There have been many changes since CONFERS was started over six years ago. From an unknown organization, CONFERS is now,”…the independent non-profit global trade association developing industry-led recommendations for standards and guiding international policies for satellite servicing that contribute to a sustainable, safe, and diverse space economy.” From our original mandate to develop Rendezvous and Proximity Operations (RPO) technical standards for safety and mission success, the scope of our workspace has extended to In-Space Servicing, Assembly and Manufacturing (ISAM) and On-Orbit Servicing (OOS) from low-Earth orbit (LEO) to cislunar and beyond.

In this webinar we’ll look at the Enterprise and Systems Architecture fundamentals that got us here and the resulting technical standards at, or near, publication. Looking ahead, we will discuss how CONFERS can recharge our fundamental processes to development and use CONFERS’ view of interdisciplinary technical standards across multiple professional, national and international standards development organizations.

CONFERS is uniquely positioned to define bridges between providers of ISAM capabilities at various levels of the supply chain with those who need those services. CONFERS has initiated a process to do that by establishing common terms, measures and relationships (the subject of technical standards). This webinar will explore CONFERS ability to steer standards development organizations (SDO’s), primarily acting independently, to create a multidisciplinary standards technical library.

On-Orbit Activities: The Future of Space Innovation and Regulation

The Consortium for Execution of Rendezvous and Servicing Operations (CONFERS) – the independent global trade association fostering the satellite servicing industry – hosted a webinar presented by Dr. Michael C. Mineiro, Senior Counsel; Steven A. Rowings, Partner; Chase Hamilton, Associate; and Sharanya Sriram, Associate, Akin Gump Strauss Hauer & Feld LLP entitled “On-Orbit Activities: The Future of Space Innovation and Regulation” on Tuesday, March 12, 2024 at 1300 ET.

Program Description: The space industry is rapidly innovating and accelerating its ability to conduct economic activity in space. Part of this effort involves companies investing in on-orbit capabilities, which include activities like satellite refueling, orbital relocation, removing orbital debris, and performing spacecraft inspections and repairs. The changing industry landscape naturally lends itself to novel regulation in space. The Federal Aviation Administration, the Federal Communications Commission, and the National Oceanic and Atmospheric Administration are all federal agencies leading the regulatory scheme. This presentation highlights the various regulatory pathways for licensing and operating on-orbit activities, with an emphasis on where regulation is heading in the years to come.
